6th district treatment courts

Treatment courts are collaborations between the courts, probation, law enforcement, treatment providers and community partners that work to reduce recidivism of participants who are chemically dependent. In lieu of incarceration, treatment courts use a treatment-based approach coupled with intensive supervision and judicial oversight to help chemically-dependent participants maintain sobriety. The participants enter the treatment court for at least a year, during which time they are expected to complete treatment and remain accountable to probation through providing random urinalysis tests and complying with random home visits. The Sixth District has eight treatment courts: Carlton County Recovery Court, Shore Substance Use Recovery Court, North St. Louis County Hybrid Court, North St. Louis County Mental Health Court, South St. Louis County Drug Court, South St. Louis County Veterans Treatment Court, South St. Louis County DWI Court, and South St. Louis County Mental Health Court. Each court has its own team of professionals that collaborate and meet weekly to help participants succeed in the program. Each treatment court also requires that participants appear in front of the judge and the team at weekly hearings. By achieving a sober lifestyle, chemically-dependent participants are less likely to commit crimes and are more likely to be employed and to be providers for their families. Treatment courts not only save money and increase public safety by reducing crime; they also change the lives of the participants and their families.

We use a positive community norms (PCN) message campaign which is a prevention strategy based on a social norms theory.

CAPE Coalition

CAPE stands for Chemical Awareness Prevention & Education. We are a coalition that works to promote awareness surrounding substance use issues through prevention, education, harm reduction, and recovery. Our efforts are aimed at building healthy and safe individuals and families within the Quad Cities of Virginia, Eveleth, Gilbert, Mountain Iron, and their surrounding communities.

Great Lakes Prevention Technology Transfer Center

The Great Lakes Prevention Technology Transfer Center (Great Lakes PTTC) is located at the University of Wisconsin–Madison, Center for Health Enhancement Systems Studies (CHESS). We are funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) to provide evidence-based technical assistance, training, and resources addressing the needs of prevention professionals/pre-professionals, organizations, coalitions, and others in the prevention workforce in Health and Human Services (HHS) Region 5: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.

MN Suicide Prevention Regional Coordination

Minnesota's Suicide Prevention Regional Coordinators are accessible to all of Minnesota’s 87 Counties, supporting local suicide prevention efforts through assistance with policy and systems planning and implementation, training, and other technical assistance with the goal of reducing the prevalence of suicide and related behavior in coordination with Minnesota's State Suicide Plan. This system is supported by a grant from the Minnesota Department of Health to both Carlton County Public Health and Human Services and Canvas Health to support this work with communities, schools, worksites, and other partners in implementing suicide preventions strategies across the spectrum of prevention, intervention and postvention.

Reclaiming & Advancing Leech Lake Youth

Reclaiming & Advancing Leech Lake Youth (RALLY) is a community-driven effort supported by the Minnesota Department of Health (MDH), dedicated to preventing substance misuse and suicide among WHA students aged 10–18. Rooted in the communities of Walker, Onigum, Hackensack, and Akeley, RALLY brings together families, educators, tribal and community organizations to form a strong, united support network for our young people.

Change to Chill by Allina Health

Change to Chill is a youth mental well-being initiative by Allina Health. Through our digital resources, school partnership, and other community programming, we utilize a primary prevention approach to improve mental health and well-being among young people across the Allina Health service area. In recent years, we have expanded our mission to also include substance use prevention. This includes new digital resources for youth and supportive adults to engage in conversations about substances, intervene when appropriate, and understand the impacts of substance use during adolescence.

Regional Prevention Coordinators

Regional Prevention Coordinators (RPCs) support you and your community or organization's crucial efforts in creating environments for healthy, substance-free youth. RPCs do this through personalized support and consultation on things like: Where to begin, What's already in place and going well, Getting the right people to the table, Creating a plan, Putting the work into action, Figuring out what’s working and what’s not, Connecting with others doing similar work, and so much more. RPCs want to see all youth thrive and believe many communities already hold many of the resources to make this happen. We look forward to walking alongside you in this important work.

Association for Nonsmokers-Minnesota

The Association for Nonsmokers-Minnesota (ANSR) is dedicated to reducing the human and economic costs of commercial tobacco, nicotine and other drug use in Minnesota. ANSR is a nonprofit organization founded in 1973. We are a state and national leader in tobacco control policy advocacy and have pioneered cutting-edge approaches for point-of-sale, clean air, smoke-free housing and tobacco pricing. Our core commitments are to protect young Minnesotans from a lifetime of addiction; to ensure that all Minnesotans can breathe clean, smoke-free air everywhere; and reduce health inequities and other disparities in relation to commercial tobacco, nicotine and other drugs.

Botvin LifeSkills Training (LST)

Botvin LifeSkills Training (LST) provided prevention curriculum materials and training services to schools and community-based organizations. The Botvin LST program has been extensively tested and is backed by more than 40 publications. LST has been proven to significantly reduce vaping, smoking, drinking, opioid misuse and illicit drug use.

Deterra Drug Deactivation and Disposal System

Deterra®, provides a patented drug deactivation system that allows households and organizations to safely dispose of unused or expired medications, including opioids, at home. Our mission is to reduce the risks associated with medication misuse, accidental poisonings, and environmental contamination from pharmaceuticals. The Deterra System directly supports government public health, coalitions, health systems and non-profits by enabling safe, convenient, and environmentally responsible drug disposal. Public health professionals and agencies use our products to complement existing take-back programs, expand access to at-home disposal, and promote awareness around medication safety. By reducing the presence of unused or potentially harmful medications in homes, Deterra helps prevent accidental ingestion, diversion, and opioid misuse—aligning with core public health goals of prevention, harm reduction, and community safety. Through educational campaigns, household mailings, and partnerships with public health organizations, Deterra empowers communities to take proactive steps in medication management, strengthening public health efforts at the local, county, and state levels.

Minnesota Prevention Alliance

The Minnesota Prevention Alliance is a statewide coalition made up of substance misuse prevention professionals and volunteers from around the state who promote and enhance substance misuse prevention efforts. Our goal is to reduce adolescent substance misuse by building advocacy, policy influence, and youth engagement in Minnesota communities. We want to see Minnesota be a healthy, safe place for teens and families to thrive.

NAMI Minnesota

NAMI Minnesota (National Alliance on Mental Illness) is a non-profit organization dedicated to improving the lives of children and adults with mental illnesses and their families. For over 40 years, NAMI Minnesota has worked to promote the development of community mental health programs and services, change public attitudes about mental illnesses, improve access to services and increase opportunities for recovery.

Big Lake Substance Prevention Coalition

The Big Lake Substance Prevention Coalition was established under a 5 year Positive Community Norms (PCN) Grant in 2021. We use the Positive Community Norms Framework to prevent and reduce underage substance use in our schools and our community by correcting use misperceptions. Over the last four years, we have established a robust youth program, implemented innovative messaging strategies, and have expanded the capacity in Big Lake to do substance use prevention.
